This position is part of the Office of Cybersecurity, Energy Security and Emergency Response, Department of Energy. As a Management and Program Analyst, you will be providing management and program support in the areas of strategic planning, budget and financial management, procurement, reporting/internal controls, program analysis and performance, human capital management, communications and outreach, information management; technology, security, logistics, and administrative activities.

This is a remote position but you must reside within a realistic commuting distance of Washington, DC.

Qualifications
GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Interpreting human resource policy, directives, procedures, and guidance to recommend short- and long-term staffing and recruitment strategies that aligns with mission goals.
Gathering and reporting data for the evaluation of business operations, such as workforce and staff planning, talent acquisition and recruiting, and manages related administrative functions.
GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Advising management on Human Capital Initiatives such as staffing and recruiting, performance management, and position management for the organization.
Analyzing complex data sets using quantitative and qualitive methodologies to identify issues and trends impacting organizational effectiveness.
Assessing data tracking systems and databases to identify opportunities to improve data continuity and data management processes.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
