zThe U.S. Department of State’s Foreign Service Institute (FSI) is the United States government’s (USG) premier foreign affairs training provider and primary source of professional development for America’s diplomats as well as U.S. Government foreign affairs professionals for 50 agencies.

Duties
Provides monitoring and compliance tracking for the protection of information assets to business units throughout Foreign Service Institute (FSI) and is a key member of the various information security work groups.
Directs root cause analysis efforts to determine improvement opportunities when failures occur.
Conducts and coordinates risk analysis and risk assessments on existing and proposed systems, documents findings, and recommends security safeguards.
Evaluates custom-built and commercial off-the-shelf (COTS) application software packages for security vulnerabilities, scans systems, analyzes results, and provides results to technical staff and management.
Ensures compliance of security configurations for IT systems and aid in providing clear and concise processes and procedures for the implementation and enforcement of system security configurations.

Qualifications
Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards
Customer Service – developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions
AND
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in vulnerability assessment and security analysis to review and provide risk management assessments for system vulnerabilities and deficiencies.
Experience and skill in applying advanced IT principles, concept, methods, standards, and practices sufficient to develop and interpret policies.
Experience in IT security concepts, standards, and methods; program management principles, methods, and practices; and oral and written communication techniques in order to develop solutions
Experience in applying information security systems principles and concepts; the Bureau architecture; new IT security developments; and program management.
Experience in the development of solutions to integration/interoperability issues; to manage systems that meet current and future business requirements.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-13 position.
