Duties
Typical work assignments include:
Prepares decision papers, reports, and analyses on program activities for senior officials and policy makers.
Represents the Department of Homeland Security (DHS) and the Cybersecurity and Infrastructure Security Agency (CISA) as a subject matter expert and speaks for DHS and CISA at national and international meetings, symposia, and conferences.
Provides end-to-end coordination and management of cybersecurity exercises provided to the customer.
Mastery knowledge and experience in applying Homeland Security Exercise and Evaluation Program (HSEEP) principles in the planning and conduct of training/exercises related to the security and resilience of critical infrastructure with respect to cybersecurity risks and threats.
Mastery knowledge and experience in contracting and procurement, including knowledge of various contract types, contract negotiation and administration, and the principles, practices, and methods used to conduct market research, develop statements of work and independent cost estimates; lead or participate in technical evaluations; and in the planning execution, monitoring, review and approval of the work of the contract vendors in accordance with applicable laws, regulations and policies.
Qualifications

Applicants must demonstrate that they meet the Basic Requirements AND Specialized Experience requirements as noted below. You may be considered for GS-2210 Series if you possess information technology related experience demonstrating each of the four required competencies:
Basic Requirements:

You qualify for the GS-15 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties:
Experience leading, planning, organizing and directing the work of a cybersecurity team of professionals.
Experience applying Homeland Security Exercise and Evaluation Program (HSEEP) principles in the planning and conduct of cybersecurity exercises.
Experience with contracting and procurement processes including negotiations, administration, market research and developing statements of work.
Experience administering budgets including preparing, justifying, reporting and execution.
Experience preparing high level briefings, decision papers, reports, and analyses on program activities for senior officials, policy makers and other stakeholders.
Experience collaborating with critical infrastructure owners and operators, IT security experts, and managers to support organizational cybersecurity objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
