About the Position: This is a GS-13 Supervisory Management Analyst (Human Capital) position with the US Army Engineer District, Galveston Resource Management Office.

Duties
Maintains familiarity with all existing and emerging policies, regulations, and opportunities available to all employees.
Explains, advocates, and negotiates with internal and external individuals and groups, developing an expansive network to benefit the improvement and efficacy of district Strategic Human Capital Plan.
Serves as the liaison with the Civilian Personnel Advisory Center (CPAC) to assist management with effective communication and execution of the Human Capital Plan.
Identifies, analyzes, and/or makes recommendations that will support the district’s mission execution.
Oversees the development of training plans for improving employee performance.
Writes policy statements and administrative procedures for manpower management matters throughout the District.
Participates in strategic planning through the development of long-range plans and manpower studies for adapting the workforce to the emerging district mission and changes to our District’s program.
Requirements

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: Have one year of specialized experience equivalent to the GS-12 level in the Federal Service which includes: 1) Evaluating work performance of subordinates AND 2) Develops training plans for improving employee performance AND 3) Assisting with administrative procedures for manpower management matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
