About the Position: This position is in the US Army Corp of Engineers, Galveston District, Operations Division, Navigation Branch, located in Galveston, TX
Duties
Responsible for establishing, maintaining, and enforcing project standards and monitoring for conformance.
Identify anomalies and potential problems with existing and proposed workload plans and recommends alternative solutions.
Use an understanding of the business processes, identifies errors in the data, independently develops alternative solutions, and coordinates at all levels in the organization to implement improvements and corrections.
Independently develops, recommends, and coordinates implementation of processes and methods for incorporating unique situations and correcting problems that occur with existing protocols.
Coordinate the preparation of Operations Division annual operating budget for the Operations Division Chief.
Select the analytical methods to be used in estimating funding needs and strategies for presenting recommendations and requests to management.
Provide coaching and guidance to staff and project delivery teams on the use of project management tools and techniques, policy, or procedural revisions that will improve schedule and budget accuracy.

Specialized Experience: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes at least two of the following duties: 1) Analyzing programs to ensure project objectives are being met; AND/OR 2) Preparing program budgets for an office; AND/OR 3) Identifying funding/cost deficiencies.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
