This position is located at Golden Gate National Recreation Area within the Business Management Division.
Duties
Major duties for this position include but are not limited to:
Develops and negotiates agreements on behalf of government involving large and complex portfolio of commercial and residential real estate.
Manages execution of standard federal agreement types including encroachment permits, rights of ways permits, memorandum of agreements, general agreements, interagency agreements.
Manages relationships with external stakeholders including tenants, landowners, utilities, municipalities, and other government entities.
Conducts monitoring, evaluation and compliance with agreement terms and facility improvement projects.
Collaborates to identify and create new partnerships that further the mission of the park.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: researching, and writing clear and thorough analytical reports related to real estate and lands programming; performing complex financial and operational management duties in real estate, rights of ways or lands programs (such as comprehensive evaluations of agreement holder/Partner's operations & performance including documenting Partner's non-compliance with agreement terms and providing recommendations to management for further action; reviewing and preparing real estate-related documentation including budgets, plans, monthly reports & statements, construction proposals, and permit approvals); implementing leasing and real estate policies and procedures; developing, soliciting, marketing, and implementing new leases; and other legal agreements related to lands & facilities such as right of way permits; identifying & analyzing complex legal, financial and operations issues (such as participating in inter-disciplinary teams in the evaluation of condition assessments of assets, analysis of required partner improvements in furtherance of legal authorizations, addressing partner questions and concerns by devising mutually satisfactory solutions in accordance with all laws, regulations, and policies, proactively briefing management on potential stakeholder concerns that will require significant public engagement by management, support Park staff in the identification of land encroachments and in the development of an effective legal response strategy, research deeds, covenants, restrictions, easements and any other legal restrictions of the use of park land to support effective boundary management); and resolving conflicts between various groups having differing and conflicting needs, beliefs, and values. You must include hours per week worked.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
