The Supervisory Financial Administrative Specialist (Billing) serves as a Supervisor in the Billing Department and reports directly to the Billing Manager falling under the chain of command of the Chief Operating Officer. This position is responsible for performing a broad range of duties to achieve the established Office of Community Care expected results for medical billings, and reimbursable and non-reimbursable collections.
Duties
The duties include but are not limited to:
The primary purpose of the position is to provide billing oversight and administrative supervision of those staff performing billing and billing related functions under the position's area of responsibility.
The work of this position has direct impact on the whole of CPAC given the nature of goals, collections, and denials in regard to the revenue cycle.
The Supervisory Financial Administrative Specialist develops and sustains an agile and engaged workforce and multiple integrated, transparent systems to provide Veterans with personalized, proactive, and patient-driven products and services in an environment of sustained accountability and guides employee actions by researching, analyzing, developing, writing, and updating billing policies, procedures, methods and guidelines.
Insures that completed claims are submitted for payment within the timeframes established by industry standard(s) and/or VHA requirement.
Insures that all billing information entered and maintained in the automated billing system is timely and accurate.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Mon-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024.
GS-09 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
1) Provides regular and timely positive feedback and constructive criticism on productivity, quality, teamwork, and prioritization.
2) Plans and organizes work activities for staff.
3) Ensures outpatient and pharmacy encounters are manually added to Claims Tracking.
4) Monitors key reports such as Daily Billing WIP, Billed Revenue, Review Bill Me, and Claim Scrubber Usage.
5) Runs daily report to capture billed revenue and any deficiency trends/increases.

GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position, may be substituted to meet the experience requirements for GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position.
GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Financial Administrative Specialist, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 09 level in Federal service to qualify at the grade 11.
Examples of specialized experience include:
1) Provides regular and timely positive feedback and constructive criticism on productivity, quality, teamwork, and prioritization.
2) Plans and organizes work activities for staff.
3) Ensures outpatient and pharmacy encounters are manually added to Claims Tracking.
4) Monitors key reports such as Daily Billing WIP, Billed Revenue, Review Bill Me, and Claim Scrubber Usage.
5) Runs daily report to capture billed revenue and any deficiency trends/increases.
6) Documents staff Billing productivity and hours worked then elevates findings and plans for remedial action to the Billing Manager.
7) Runs report to identify re-coded inpatient cases, which may require corrective action.

GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Administrative Specialist position, which may be used to meet the experience requirements for GS-11 position.

Physical Requirements: No unusual physical requirements present. The work is performed in a normal office environment.The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort
