You will serve as a SUPERVISORY CHEMIST in the Analytical and Environmental Chemistry Branch (Code134.4), Laboratory Division, Quality Assurance Department of PEARL HARBOR NSY AND IMF. A post allowance amount, (otherwise known as: COLA), of 8.90% will be added to the stated salary. Post allowance is subject to change at any time. Duties

You will serve as the Shipyard and IMF's senior chemist for environmental chemistry regulatory requirements and compliance analysis. You will provide technical assistance to the Shipyard's environmental program managers, nuclear and non-nuclear engineers, radiological control engineers and other technical agencies outside of the Shipyard. You will ensure that work is technically sound and meets the Laboratory Environmental Quality Assurance Manual requirements. You will serve as the Laboratory Information Management System (LIMS) manager, and provide development of computer generated reports and tracking systems. You will be responsible for the environmental testing budget and the related consumables and instrumentation maintenance portions of the Laboratory budget. You will verify and resolve conflicting work priorities and aggressively adjust the schedules and/or resources of the Branch.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional chemist managing or directing an industrial chemical laboratory utilizing Laboratory Information Management System (LIMS),knowledge of chemical principles, theories, and practices, ensuring work meets quality assurance requirements to improve Shipyard processes. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
