The primary purpose of this position is: To serve as a foreign affairs and Security Cooperation program technical advisor to the Commander and senior staff, and to provide professional advice and counsel to internal and external departments and agencies on all aspects of the resident, and field studies programs at the Defense Language Institute English Language Center.
Duties
Provides professional advice and counsel on all aspects of the resident, nonresident, and field studies training missions to the 637th International Support Squadron (637 ISS) Commander and senior staff. Under direct supervision of the 637 ISS Commander, serves as foreign affairs specialist with responsibility for advising the 637 ISS Commander and Flight Chiefs in the development and coordination of policies and plans related to the execution of the 637 ISS resident, nonresident, and field studies programs within the Defense English Language Program (DELP).
Develops, monitors, and analyzes data to track operating programs, evaluate their effectiveness and applicability to mission goals, and plan improvements. Assists squadron leadership in establishing program and policy goals necessary to execute its mission and strategic goals. Keeps senior management informed of progress of programs and advises of any significant developments that may impact plans.
Represents the 637 ISS with a variety of installation and functional area organizations. Establishes and maintains working relationships with five service military departments, Security Cooperation Offices of over 120 countries, Geographic Combatant Command directors of education and training, AF/A1D Executive Agent, SAF/IA, and DSCA. Serves as foreign affairs subject-matter expert for foreign and U.S. government visitors to DLIELC; political, social, and economic issues impacting the country's language training; cross-cultural communication issues and sensitivities; in-country English Language Training Program (ELTP) status; and the academic progress of students currently at DLIELC.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing comprehensive working knowledge of Security Cooperation policies and programs as well as English language training principles and concepts in order to evaluate and advise on new developments in training programs. Knowledge of a wide variety of methods sufficient to make substantial adaptations and/or solutions to problems complicated by factors such as changing situations or policy developments resulting in outdated guidelines. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent, and the relationships of administrative support activities to such missions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Defense English Language Program, Foreign Military Sales, and U.S. Security Cooperation education and training mission, directives, policies, and procedures.
2. Knowledge of strategic planning principles, theories, techniques and practices; resource policies and procedures; and basic statistical measurement tools and techniques to monitor processes/initiatives or to detect problem areas and recommend/execute corrective actions.
3. Skill in gathering, assembling, and analyzing data, developing conclusions, identifying trends, developing alternatives/solutions, and making recommendations to resolve problems.
4. Ability to represent the organization within and outside the agency and to effectively communicate orally and in writing to establish and maintain effective working relationships with stakeholders and all levels of personnel within and outside the organizations.
5. Ability to work with international military students of various ranks and diverse cultural, political, religious, ethnic, and military backgrounds.
6. Ability to communicate orally and in writing to explain organizational policies and strategic goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
