The position is located in the Division of Grants, Acquisitions and Procurement Policy (GAPP), Executive Office, Bureau of International Narcotics and Law Enforcement Affairs (INL). This position serves the Program Analyst, with bilateral agreements, Federal Interagency Agreements, Personal Service Contracts (PSC), source and nationality waivers and host government leases responsibilities for INL worldwide country programs.

Duties

Participates in, or leads, information planning sessions to identify major programs or projects to be initiated, deleted or curtailed in support of the Bureau’s mission. Establishes systematic methods of program execution, evaluation, and advocacy. Works closely with staff program analysts in the development , maintenance, and monitoring of integrated project management systems. Incumbent may be required to provide guidance of both a technical and policy nature to co- workers and other staff members on management of programs Directs the domestic and overseas INL Personal Services Contracts program including the coordinated application of skills and practices necessary for the effective implementation of counternarcotics, criminal justice and law enforcement programs.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience keeping abreast of foreign affairs issues worldwide and their impact on a program. Experience directing and coordinating management programs impacting an office (e.g., program budgeting, annual program planning, mandatory reporting to congress) Experience assessing and improving program planning, budgeting, contracting, and evaluation.  There is no substitute of education for specialized experience for the GS-13 position.
