You will serve as a Program Manager (Industrial Operations Manager) in the DDG 51 Program Office of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will design acquisition strategies, program baseline, and direct acquisition life cycle activities and all efforts associated with the program office.
You will develop top-level, short-range and long-range plans for execution of program and contract strategies for Navy shipbuilding programs.
You will control and apply resources to conduct assessment of the industrial base sectors and multi-tier supporting infrastructure.
You will develop industrial and technology base evaluations and analyses; collect information and conduct analyses and studies on critical manufacturing technologies essential to ship and weapons system production.
You will Oversee identification of resource requirements and development of strategies for program planning, budgeting and execution
(PPBE).
You will approve budget inputs, including supporting justification.
You will communicate program activities in a variety of written and oral forums at all levels internal and external to the organization.
You will maintain contact with other individuals, groups, and organizations performing related work.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-3) or grade level (GS-13) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing acquisition program requirements (e.g. Conducting studies & analyzing data, allocation or resources, evaluating technical document for systems, preparing justification for new programs) for a ship, submarine, ship system or weapons system program.
