You will serve as a PROGRAM ANALYST in the RESEARCH & DEVELOPMENT GROUP, WEAPONS & ENERGETICS DEPTARTMENT, WEAPONS & ENERGETICS SAFETY & OPS DIVISION, ENERGETICS BUSINESS OPERATIONS BRANCH of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will be responsible for work planning assignments of section personnel, and employee end strength. You will analyze data, evaluate findings, develop conclusions and initiate acquisition decisions on research findings supporting China Lake Propulsion Laboratory Divisions, Project Managers, and engineers in defining/meeting resource needs. You will be responsible for acquisition strategy and planning for a variety of procurement requirements. You will administers/approve purchase orders/delivery orders in an advisory capacity for complex and difficult orders, including delivery orders up to $50,000.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

DA-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Acting as a Government purchase cardholder and Ordering Officer; 2) Reviewing or preparing government market research and acquisition strategy documents; 3) Approving purchase and delivery orders. DA-02: Your resume must demonstrate at least 3 years of general experience, 1 year of which was at or equivalent to the DA-01 pay band in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate some or all of the following: 1) Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Planning and organizing work; and 3) Communicating effectively orally and in writing. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

DA-03:
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

DA-02:
4-year course of study leading to a bachelor's degree
