The position is located in the Office of Budget and Finance (OBF), National Cancer Institute (NCI). The OBF plans, directs, and coordinates the financial management activities of the Institute and advises the Office of the Director and other senior staff on the management of financial and personnel resources. Serves as a Supervisory Budget Analyst, with responsibility for supervising a subordinate staff by providing expert advice on budget formulation, presentation, and execution.
Duties
As the Supervisory Budget Analyst, you will be responsible for:
Plans, directs, organizes, and controls the work of the budget offices; sets priorities; monitors work accomplishments; and ensures the functions of the offices are carried out effectively and efficiently.
Observes workers' performance and demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance and conducts final performance reviews.
Provides advice on budget and financial policy issues which cut across the full spectrum of NCI programs and funding mechanisms.
Provides analysis and advice on a range of complex financial matters to program managers and staff including authoritative interpretations of budgetary policy and guidance.
Reviews, analyzes, revises, and recommends approval, disapproval, or modification of budget requests and justifications.
Analyzes, combines, and consolidates the budget estimates into a budget document that reflects the balanced, multi-year funding needs of the NCI.
Distributes funds to NCI components, analyzes actual expenses as compared to plans, makes projections, and indicates adjustments in plans necessary to maintain equitable program balance.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing oversight and direction in planning and carrying out budget formulation, presentation, and execution functions for an organization; formulating and developing budget requirements to support organizational programs; preparing information for use in presenting and defending budget proposals; AND performing budget execution, funds allocation and control functions.
