Duties
At Full Performance of GS 11 you will
Writes and edits technical materials that usually are similar in format and approach to material produced in the past and deal with similar problems or situations.
Writes and edits technical manuals to ensure compliance with the maintenance strategy of the equipment, and to ensure the latest theories, developments and concepts in the subject area are included.
Evaluates and extrapolates technical and engineering source data and presents information tailored to users’ needs considering training, education, readability and comprehensibility
Balances program logistics requirements and the maintenance strategy with user mission readiness requirements to arrive at a viable technical manual acquisition plan.
Helps plan the scope and content of the specific project assigned, guiding the project from inception through completion
Schedules projects electronically, using current publications management system
Helps evaluate contractor proposals and serves on FRABs and Source Selection Evaluation Boards. Participates in equipment publications contractor Start of Work meetings and in-process reviews
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualifications

Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study.
Current students who will graduate no later than December 31, 2024
Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion
Applicants will be selected at the GS-07 level. The target grade of this position is GS-11.
After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position (a project-based term of employment lasting between one and four years). May be considered for non-competitive conversion to a permanent career/conditional or term appointment.
To be eligible for conversion to a permanent or term position, Recent Graduates must:
Be a U.S. Citizen
Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement.
Demonstrate successful job performance.
Meet the Office of Personnel Management qualification standard including any applicable positive education requirements and/or selection placement factors and any other designated special qualifications requirements and conditions of employment (e.g. medical standards) appropriate for the position to which being converted.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Your resume must reflect one year of specialized experience which includes: (1) Experience of writing and editing methods/techniques as it applies to written material 2) Skill in researching and analyzing a range of sources of information and 3) Follows established procedures, techniques, or formats in carrying out the assignment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
One full year graduate level education leading to a master's or equivalent degree at an accredited college or university that includes 15 semester hours in engineering or a related discipline appropriate to the position and at least one course of which is above the introductory level. The equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. (NOTE: You must attach a copy of your transcripts for verification.)
OR
Successful completion of all the requirements for a bachelor's degree that includes 15 semester hours in engineering or a related discipline appropriate to the position and at least one course of which is above the introductory level AND have completed the degree with Superior Academic Achievement (S.A.A). Note: The equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school with Superior Academic Achievement. (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.)Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/)

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (NOTE: You must attach a copy of your transcripts.)
Education
