This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a term appointment and it may be extended up to a total of 8 years.
Duties
Serves as senior equipment publications manager fully responsible for managing, directing, scheduling and controlling the overall equipment publications program for one or more major highly dynamic complex armament or chemical systems, CONT
Groups of commodity classes or systems which incorporate the latest technological state-of-the-art in
weapon/armament/chemical system design.
May instruct and guide writers/editors and visual information specialists of lower grades.
Information transmitted through assigned publications may be presented to the reader in such a new and different manner that care must be taken to assure a complete and cogent presentation to all audience levels.
Determines and directs contract activities as they relate to scope of work and level of effort required to prepare and maintain all equipment publications to support the weapon mission.
Manages, coordinates and accepts or rejects equipment publications (in-house or contractor-prepared) and other contractor deliverables, for assigned area of responsibility to ensure accomplishment of program objectives.
Monitors all of the weapon equipment publications projects for which the contractor is responsible.
Plans projects, programs or studies of a broad complex nature involving the writing of supply bulletins (SBs), technical bulletins (TBs), technical manuals (TMs), modification work orders (MWOs), etc. for weapon systems.
Directs the necessary research to comply with request for action in the equipment publications area made by either the contractor or a government agency.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

To qualify based on your work experience, your resume must describe at least one year of specialized experience which includes preparing technical manuscripts for weapons, armament, chemical, or vehicle system equipment publications; developing contract proposals for publication requirements; and developing and directing technical publication verification or validation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.
