This position is located in the U.S. Patent and Trademark Office (USPTO), Office of the Chief Administrative Officer (OCAO), Office of Administrative Services (OAS), Space and Facilities Management Division, Project Management and Sustainability Branch. The office is responsible for providing project management of all space and facilities projects as well as providing technical advice and assistance on environmental and sustainability issues throughout USPTO offices.
Duties
The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy.

Major Duties for this position include:
You are committed to advising OCAO and higher USPTO management on project management issues as they relate to Branch initiatives.
You enjoy overseeing program staff to provide expertise in energy conservation practices and assist USPTO business units in developing and implementing compliant practices.
You are excited to serve as a first level supervisor performing the full range of supervisory and oversight duties for federal and contract employees. Plans, organizes, and schedules the Branch's work.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.
Specialized experience for this position includes:
Experience in working with GSA, lessors, and general contractors to complete complex renovation projects on schedule and on budget.
Experience in providing recommendations and briefing senior leadership concerning projects and initiatives that impact the Agency.
Experience in overseeing the planning and directs efforts to conduct technical surveys and building audits to gather factual information used in determining and analyzing costs and/or savings of environmental programs.
Experience in leading development of plans for reducing energy and water usage and promoting cost effective investments in energy saving alternative building systems, new building designs, and the use of solar and renewable energy sources, including the use of life cycle cost methodology and procedures.
