About the Position: This position serves as a Logistics Management Specialist for the U.S. Army Security Assistance Command. The Army's Face to the World, the one-stop focal point for Army FMS, and the international partner of choice in U.S. Security Assistance.

Duties

Coordinate Foreign Military Sales operational training within the organization. Support the lifecycle of FMS cases, from the receipt of Letters of Request (LOR) to case closure. Ensure that Country Program Managers (CPMs), Central Case Managers (CCMs), Specialists and Technicians have the training and resources to assist in the performance of their duties. Coordinate with the Branch Chief and Team Lead to provide expert guidance on logistical and administrative matters related to FMS operational training. Serve as the primary contact for Country Program Managers (CPMs), Central Case Managers (CCMs), and other specialists in developing Standard Operating Procedures for FMS. Manage training resources that align with established policies and ensure compliance with regulations. Provide technical, administrative and logistical advice on FMS execution, ensuring timely and consistent training delivery.

Requirements

  • Must be able to obtain and maintain a secret security clearance.
  • Percentage of time to be spent TDY is up to 25%.
  • The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level.

Specialized Experience GS-11: One year of specialized experience which includes assisting in providing technical and logistical advice for Foreign Military Sales (FMS) cases or activities; conducting training and providing resources for Foreign Military Sales (FMS) cases from receipt of Letter of Request (LOR) to closure; and preparing briefings, action items, informational papers/memorandums, and other documents for leadership. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Logistics, or Education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-12: One year of specialized experience which includes supporting the development and implementation of Standard Operational Training procedures for Foreign Military Sales (FMS) programs; working with different departments and agencies to help create and deliver customized FMS training sessions that meet specific needs and comply with policies; and providing important administrative and logistical support for senior-level meetings and briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
