About the Position: Serve as a Supervisory Logistics Management Specialist at Headquarters, US Army Material Command, DCS G-3 for Operations, Supply Chain Management Directorate, Redstone Arsenal, Alabama. Duties

Provides strategic leadership in planning, allocation of resources, and development of long range goals, objectives, and plans supporting strategic goals and milestones Supervises and manages a matrix operation from across the headquarters to include liaison officers (LNOs) from Life Cycle Management Command (LCMCs) (e.g., AMCOM, CECOM, TACOM, and JMC), Department of the Army and Department of Defense activities. Remains abreast of changing situations and monitors all current operations, to include contingencies, operations, and exercises, and anticipates logistics support requirements and readiness issues that affect AMC and the Organic Industrial Base. Oversees deliberate planning and synchronization for facilities modernization across multiple budget cycles, ensuring sustainment of the Army Signature Modernization Efforts (SMEs). Provides strategic vision, guidance, and direction to ensure OIB Modernization is the lead for situational awareness, detailed analysis, and coordination of AMC's response to critical sustaining issues and strategic requirements. Directs preparation of input to various Army short and long range planning, programming, budget and execution system (PPBES), infrastructure and OIB installation management studies and reviews. Monitors, plans, and conducts continuous analysis for supporting execution of Industrial Base Modernization and ensures plans and programs are budgeted for and ready for implementation. Responds to requests and inquiries from Congress, GAO, OMB, OSD, DA Staff and other government agencies on facilities, energy, and water, building and structures, and facilities management issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This position is subject to a pre-employment screening, and random testing.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience can be defined as having one year equivalent to a GS-14 in the federal service can be defined as performing duties such as :1) Technical expertise as a consultant and/or advisor on broad Organic Industrial Base Management issues regarding development, coordination and implementation of DA, AMC, and DOD policies related to OIB Modernization and Organic Industrial Base matters, 2)providing authoritative technical decisions, advice, and consultation on fiscal integration, planning, programming, budgeting, and operational support; developing, defending, tracking, and reporting project execution across multiple appropriations, and 3) communicates at various forums with government and industry representatives to develop manufacturing and production facility modernization plans, formulate Acquisition and Sustainment Plans, and performs problem analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsLeadershipPlanning and EvaluatingProgram Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
