DUTIES:
Exercise supervisory personnel management responsibilities at least 25% of the time.
Lead, direct and coordinate the efforts of a staff of military, civilian, and/or assigned contractors. Plan work to be accomplished by subordinates, set and adjust short/long-term priorities, and prepare schedules for completion of work.
Serve as a senior advisor to leadership and stakeholders internal and external to the Directorate. Plan work, set and adjust priorities, act as a mentor, and manage the WGF acquisition Integrated Master Schedules (IMS) with the program office. Build relationships with relevant functional organizations (e.g. AFLCMC/HBU and AFSFC for security, AFSEC for safety, MAJCOM A4s and AFMC Center LGs for logistics, etc.).
Provide essential staff functions for the PI directorate including program execution documents, briefings, NIPR and SIPR workflow management, budget planning/execution and government purchase card, MICT/Self inspection, internal controls/MICP, records management/document control, secure VTCs, etc. Develop goals and objectives that integrate AF, AFMC, AFNWC and PI missions and goals.
Serve as a consultant with general knowledge about AF logistics, security, scheduling, and safety. Manage technical administrative support for MILCON facility acquisitions and (if assigned) sustainment.
Represent AFNWC equities with a variety of organizations such as DTRA, SAF/HAF, DRUs, MAJCOMs, AFMC Centers, USACE, NAVFAC, FFRDCs and contractors. Establish, develop and maintain effective working relationships with counterparts at these organizations. Serve on committees and/or coordinating groups where decisions, commitments, and conclusions have considerable impact on both short and long-range planning for and establishment of current and future MILCON projects.
SKILLS:
Experience in personnel management and supervisory responsibilities including EEO regulations, practices and procedures is highly desired.
Ability to lead essential staff functions of a directorate and the functional experts (security, logistics, scheduling, communications, program execution/tech admin) supporting critical (MILCON) facility acquisitions and sustainment.
Ability to plan, organize, and direct the functions of an organization and mentor, motivate, develop and appraise assigned staff as well as analyze, plan, and adjust work operations to meet project requirements, goals and objectives within available resources and other statutory/regulatory constraints.
Knowledge of acquisition concepts, principles, practices, standards, methods, techniques to apply to problems is highly desired.
Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of stakeholders and their organizations as well as communicating effectively, both orally and in writing.
Knowledge of the mission, roles, functions, organization and operation of the DoD, Air Force, the nuclear enterprise and organizations that govern, interface with, and/or influence acquisition of MILCON facilities, including their development and/or sustainment is highly desired.
Knowledge of nuclear enterprise MILCON projects and related security, logistics and administrative processes is high desired.

- ACTIVE SECRET Clearance with eligibility for Top Secret/SCI security clearance and required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- This position is designated as a drug testing position. The incumbent is subjected to pre-employment drug testing as a condition of employment, and participation in random drug testing thereafter.
- Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Supervisory requirements may be required depending upon the position being filled.
- This position may require travel. Subject to Temporary Duty Assignment (TDY) approximately 20 days per year.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of acquisition concepts, principles, practices, standards, methods, techniques to apply to problems and ability to lead functional experts (security, logistics, scheduling, communications, program execution/tech admin) support for AF nuclear weapon related Military Construction (MILCON) facilities with marked difficulty, responsibility and significance.
Knowledge of the mission, roles, functions, organization and operation of the DoD, AF, the nuclear enterprise and organizations that govern, interface with, and/or influence acquisition of MILCON facilities, their development, and/or sustainment; and related knowledge of planning, programming and budgeting cycles, financial systems and restrictions on expenditure of funds
Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting unique AF nuclear weapon related MILCON facilities being developed, and in planning, organizing, and directing the functions and staff in critical aspects of acquisition and sustainment.
Skill in personnel management and supervisory responsibilities including EEO regulations, practices and procedures.
