The primary purpose of this position is to Serves as a National authority on specialized USAF ISR requirements representing/presenting select issues to most senior levels of DoD (SECAF, USAF Flag & SES. OSD SES).

Duties

Directs leads and manages the most complex facets of Resource Management, Plans, Programs, and Operations Management Support. Advises the Executive Director and other staff members on programmatic, policy, fiduciary, contracting, mission/operations, personnel, manpower, logistics, and information technology related matters. Exercises supervisory personnel management responsibilities. Serves as a senior authority on ISR-related resource management and mission operational issues. Develops and directs resource management support program providing advisory service to all levels of management in identifying and resolving personnel and manpower issues. Directs and manages a staff of technical, supervisory, policy, administrative and contractor personnel. Determines organizational structure of the directorate, delegates authority and responsibility, establishes overall operating policies.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated Special-sensitive and incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI).

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
  • The incumbent may be subject to a counterintelligence scope polygraph.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions SPECIALIZED EXPERIENCE FOR THE GG-15: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: Knowledge in managing programs which has led to demonstrated abilities to develop planning and programmatic guidance and to identify and develop and evaluate architecture and budget options relative to issues or shortfalls. Knowledge and understanding of the legislative Branch oversight agency (GAO) and the executive regulatory branch (OMB) in setting standards of agency procedures and program development. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. Extensive knowledge of and experience in supervising/managing an element, unit, or multiple major projects, and providing leadership by establishing objectives, making principal decisions, identifying needs, required resources, gaining managerial support, initiating actions to meet objectives/evaluating results against objectives. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 2. Comprehensive knowledge of integrated, comprehensive resource management and operations capabilities to serve as an advisor in evaluating suitability of assessed mission support; planning, programming and reporting; and information technology effectiveness, to include planning, coordinating and execution of select resource management and operational support assessments. 3. Thorough knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Ability and experience in leading and fostering collaborative working relationships across organizations and disciplines, including DoD, Services, and OGAs; and ability to represent an organization and defend the organization's position in conferences, working groups and planning sessions. 4. Knowledge in managing programs which has led to demonstrated abilities to develop planning and programmatic guidance and to identify and develop and evaluate architecture and budget options relative to issues or shortfalls. Knowledge and understanding of the legislative Branch oversight agency (GAO) and the executive regulatory branch (OMB) in setting standards of agency procedures and program development. 5. Ability and experience in providing policy and procedural advice and assistance for planning and reporting, as well as for the conduct, coordination, and execution of select resource management activities in support of mission requirements. 6. Skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure NOTE: Possession of a Financial Management Level 3 Certification IAW National Defense Authorization Act (NDAA) 2012 Public Law 112-81, Subtitle F-Financial Management, Section 1599d is highly desired. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
