The primary purpose of this position is to serve as Mission Support Group (MSG) Deputy with 780 funded authorizations, oversee support activities installation wide; authorized to make technical/executive decisions, represent the group/commander at meetings/conferences/official functions/community events, and exercise second level supervisory and managerial authorities.

Duties

1.Plans, organizes, and oversees the day-to-day support activities that the MSG provides to the installation by providing higher level management direction to subordinate MSG squadrons. 2. Exercises supervisory personnel management responsibilities, directs, coordinates, and oversees the work of 780 funded authorizations through subordinate supervisors. 3. Represents the MSG with a variety of installation and functional area organizations, establishing, developing, and maintaining effective working relationships with installation command, commanders and deputies of other groups on the installation. 4. Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management.

  • Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), CONT'D
  • CONT'D other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees CONT'D
  • CONT'D in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.
  • This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall CONT'D
  • CONT'D status if alternative for filling of the position during an emergency are not available.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions, CONT'D
  • CONT'D IAW, DoDI 3020-42, Defense Continuity Programs.
  • This is a Supervisory Position in which a supervisory probation period may be required.
  • TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606.
  • This is a CENTRALLY MANGAGED position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) Providing higher level management direction to subordinate organizations; (2) Establishing, developing, and/or maintaining effective working relationships with organizations, executive leadership, other federal, state, and local officials; union representatives, community groups; and/or etc.; (3) Identifying the need for special projects and/or initiates milestones and/or goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of large, complex organizations that provide communications support (computer network, email, telephone, etc.); security; contracting; meals; lodging; recreation; building, utilities, road, and grounds maintenance and repair; as well as other functional support to large installations with many buildings, facilities, roads, and acreage. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, coordinate, and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
