This position is located at Bureau of the Fiscal Service, Retail Securities Services (RSS). As a Financial Systems Analyst, you will be responsible for technical and business program analysis, project support, and systems development support for mission-critical programs and systems.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. As a Financial Systems Analyst you will:
Participate in the development, management, and maintenance of the systems that support the Retail program by storing records of transactions, reporting financial information, and making payments for Treasury Securities
Develop and execute queries to access, gather, and produce information for statistical analysis, trends, data calls, and system troubleshooting
Define and write requirements for system development
Write clear and concise reports for a diverse audience, identifying, developing, and recommending changes in the processes, systems, and controls
Develop test scripts and coordinate subsequent testing with other offices; generating and evaluating reports during testing; reviewing and improving system documentation, operating procedures, and user manuals.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes performing financial and technical analysis to identify issues and provide recommendations for improvement of systems or programs.
Examples of such experience could include:
-Defining and writing system requirements and test scripts; OR
-Conducting briefings and training sessions for operational staff; OR
-Identifying and resolving technical issues and problems; OR
-Performing automated system testing; OR
-Supporting automated system development and design
For the GS-11, Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes utilizing a variety of analytical techniques in order to trouble shoot problems and recommend solutions to enhance processes and or operational efficiencies.
Examples of such experience could include:
-Reviewing system documentation, operating procedures, and user manuals for changes to policies, systems, services, etc. OR
-Conveying technical information to operational staff; OR
-Consolidating and preparing analysis and recommendations for reports; OR
-Performing automated system testing.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
