Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.
Duties
The primary purpose of this position is to serve as an Air Reserve Technician (ART) officer, to serve as the Executive Officer for the group senior ART. The primary purpose of the position is to administer and direct the group's executive support functions and to ensure that day-to-day operations comply with the policies of the senior ART and command.
RESPONSIBILITIES:
1. Serves as the executive advisor on programs and initiatives within the group. Interprets and translates command and supervisor's written or expressed policy and relays to individuals to assist in resolving operational problems.
2. Performs a variety of staff studies concerning group programs and program support effectiveness resulting from regulatory changes, new technology, program/mission changes, recurring requirements, and others.
3. Represents the senior ART concerning group plans, special events, projects, etc., to communicate senior ART's policies and to explain the interests of the group in regard to local activities or projects.
4. Manages group resources for executive support, services and activities. Conducts management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives.
5. Maintains oversight of and has overall responsibility for the inspection program as it relates to the group and directs the conduct of inspection activities. Represents the senior ART commander in all matters pertaining to inspections and keeps him fully informed.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.,
SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes performing work with knowledge of the overall mission, functions, operations, principles and processes of executive support OR any directly related experience which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position; knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of group administrative and support operations.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the
wing and group.
2. Knowledge and skill in applying analytical, evaluative, and investigative methods and techniques to issues
concerning the efficiency and effectiveness of group administrative and support program operations.
3. Knowledge of the laws, regulations, policies and precedents which affect group programs and related support
resources.
4. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies,
management/organizational techniques, and military command. Knowledge of operating programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.
5. Ability to plan and organize work, and communicate effectively both orally and in writing.
6. Skill and ability to prepare project and staff reports and deliver briefings to high level officials both civilian and
military.
OTHER SIGNIFICANT FACTS:
1. The incumbent must meet and maintain AFRC requirements. The incumbent's regular assignments are
primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30
percent of total responsibilities.
2. May be required to travel by military or commercial aircraft in the performance of TDY assignments.
3. May be required to work overtime, unusual or extended tour of duty.
4. Performs other related duties as assigned.
5. Must be able to obtain and maintain a Secret security clearance.
6. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
7. IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME);
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
