Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, U.S. Border Patrol Headquarters, Strategic Planning and Analysis Directorate, Audit and Compliance Division, located in Washington, D.C.

Duties
In this Management and Program Analyst role, you will become a key team member of Homeland Security individuals involved in directing, implementing, coordinating, and overseeing a variety of mission and administrative program functions for U.S. Border Patrol.
This position starts at a salary of $117,962.00 (GS-13, Step 1) to $153,354.00 (GS-13, Step 10) .
Typical duties of this assignment include:
Responsible for ensuring data is accurately tracked and maintained in electronic tracking systems and responding to senior management requests concerning the status of completed, ongoing, or planned oversight activities.
Reviewing the work of U.S. Border Patrol (USBP) program offices and personnel for content and compliance with office, agency, and government-wide policies, regulations, and procedures including the handling and marking of sensitive information.
Verifying that appropriate research and review of prior audit and inspection reports issued by internal and external oversight entities, such as the DHS OIG and GAO, are performed.
Ability to evaluate long and short-range planning and implementation of policy and program initiatives and effectively and professionally communicate, both orally and in writing, to present well-considered and sound suggestions.
Evaluating cross-cutting programmatic and operational issues arising throughout the course of internal and external audits within the purview of the Border Patrol, including CBP, DHS, and government-wide programs, operations, and activities.

Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Analyzing and formulating organizational requirements for resource management.
Developing concepts, strategies, plans, goals, and objectives for short and long-range implementation of programs.
Applying a wide range of administrative, laws, policies, practices, and analytical diagnostic methods and techniques.
Planning or assisting in designing, scheduling, and carrying out programs, major projects, or studies in support of organizational effectiveness.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/22/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military

Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
