This position is located in the Department of Homeland Security (DHS), Under Secretary for Management (USM), Office of the Chief Readiness Support Officer (OCRSO). The primary purpose of this position is to perform a variety of analytical work in monitoring the execution of short- and long-range budgets to fund and implement DHS programs, projects, and activities. Non-BU: This is a non-bargaining unit position.

Duties

As a Budget Analyst, GS-0560-11/12/13, your typical work assignments may include: Projecting and analyzing potential effects of budgetary actions on program activities and the attainment of program goals and objectives. Performing a wide variety of administrative and analytical duties connected with the review, justification, execution and presentation of the budgets for a major DHS component(s). Providing interpretations of congressional legislation and assesses the impact of new and revised congressional legislation on the formulation and execution of assigned program budgets. Analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones. Qualifications

For the GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Utilizing financial concepts and principles to plan and carry out a substantive, multi year budget for assigned programs; 2) Developing budgetary policies to assist the organization in adhering to prescribed budgetary constraints; 3) Advising managers on budgetary rules, regulations, and implementation constraints; 4) Analyzing financial data to identify budget discrepancies and provide recommendations for alternative solutions. Substitution of education in lieu of specialized experience may not be used for this grade level. For the GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Analyzing financial data to evaluate the efficiency and effectiveness of funded activities; 2) Drafting proposed budgets in accordance with financial and budgetary rules and regulations; 3) Analyzing the cost benefit relationship between the program's budget and programs (i.e. staffing, travel, overtime, etc.) to develop recommendations for future budget forecasts. Substitution of education in lieu of specialized experience may not be used for this grade level. For the GS-11: You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level in Federal service, performing the following duties: 1) Manipulating budgetary and/or accounting data in an automated system to create reports for analysis; 2) Preparing reports to balance accounts, adjust discrepancies, and describe the balance of funds; 3) Presenting budgetary plans, both orally and written, to secure acceptance of requested funds and plans; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. All requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
