This position is located in the Division of Epidemiology & Disease Prevention (DEDP), Office of Public Health Support. The incumbent in this position will serve as a consultant and lead in the development, implementation, and oversight of evaluation activities of Division contracts, grants, cooperative agreements, and DEDP programs. As the DEDP Program Evaluator, the incumbent will independently lead the design and execution of evaluation projects.
Duties
Expert Consultant Functions- Serve as expert consultant and lead on the development, implementation, and oversight of the evaluation components of the Division's contracts, grants, cooperative agreements, programs, and any other relevant Division work; acts as principal advisor in developing and formulating short- and long-range evaluation goals, objectives, and approaches. Establish and maintain structured reporting and other forms of data collection from awardees and other collaborators to facilitate tracking of progress toward established goals, including reporting parameters, templates, and data storage and retrieval systems. Ensure sufficient and suitable information is captured and reported to support awardee and project performance monitoring (e.g., Government Performance and Results Act metrics) and overall program evaluation efforts. Evaluate awardee and program performance/outputs and analyze evaluation findings ensuring satisfactory DEDP stewardship of these programs and compliance with HHS and IHS policy.
Designing and Evaluation Executions-Design and execute evaluation projects, including conceptualizing rigorous evaluation approaches; inventories, tracks, summarizes, and disseminates progress reports on program accomplishments and outcomes. Draft reports and briefings of evaluation findings and recommendations for various audiences, including recommendations on curtailing or expanding programs and ways of enhancing program effectiveness. Monitor evaluation plans, progress, and deliverables; engages and coordinates with other IHS evaluation experts in fully meeting the Program's compliance with IHS Evaluation Policy. Research and prepare responses to program inquiries including on program performance verbally and/or in writing (e.g., briefing materials for senior management, response to Congressional inquiry).
Technical Assistance of Evaluation- Guide and assist DEDP awardees through technical assistance with implementing, maintaining, and expanding their evaluation plans; prepares materials to guide awardees' preparation of funding applications, program work plans, and other relevant content as it relates to achieving evaluation goals; recommends appropriate project/award budget scope sufficient to accomplish robust evaluation for applicable projects.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks.
Examples of Specialized Experience include but is not limited to:
1. Conduct and analyze qualitative and quantitative methods to drive the implementation, management and sustainment of program, process and system improvement initiatives.
2. Implement and lead process improvement initiatives, strategic planning and organizational development functions to enhance program and project efficiencies/effectiveness.
3. Develop and deliver technical and administrative briefings to senior management officials, including summary presentations with conclusions, alternatives and recommendations on national policies, projects or studies.
4. Review policies and procedures to evaluate operations and conducts evaluative studies to highlight implementation feasibility and strengths, weaknesses and best practices.
