You will serve as a Senior Natural Resources Specialist (COR) in the Natural Resources Section within the Environmental Planning and Conservation Branch of the Environmental Division of Naval Facilities Engineering Systems Command (NAVFAC) Southeast. Duties
You will serve as the natural resources technical subject matter expert, program manager, leader and mentor within the command, integrating environmental conservation, specifically natural resources, into mission operations and facilities management.
You will represent the natural resources section in resolving routine and complex compliance issues, appropriately coordinating action and communication with Navy entities and the chain of command.
You will ensure environmental compliance for obtaining, modifying, and managing facility permits, interagency consultations, implementing assessments, and to review projects as part of the Endangered Species Act post NEPA process.
You will serve as a Contracting Officers Representative (COR) in acquisition or assistance actions, to include procurement contracts to ensure technically sound, compliant, safe, timely, and cost-effective products and services.
You will guide, train, and technically direct other natural resources specialists, biologists, and foresters to ensure continued learning and continuity within the Natural Resources Core.

- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
- This position may require travel, 25% of the time or less, from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing and implementing natural resources, cultural resources and National Environmental Policy Act (NEPA) project criteria, schedules and budgets; 2) Preparing scopes of work, government cost estimates, negotiation/management of contract task orders for natural resources products and services per customer requirements in compliance with applicable laws and regulations; 3) Training and mentoring junior employees in scope and cost estimate development, project management and regulation compliance; and 4) Developing, advocating, and negotiating mutually acceptable environmental solutions with regulatory agencies, stakeholders, and customer activities.

Education

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
