You will serve as a SUPERVISORY INTERDISCIPLINARY NATURAL RESOURCES SPECIALIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the ENVIRONMENTAL BUSINESS LINE of NAV FACILITIES ENGINEERING COMMAND SE.
Duties
You will provide interpretation of regulatory material to ensure environmental staff is in complying with environmental regulations.
You will identify staffing requirements to ensure the availability of resources to meet the programs and projects requirements.
You will perform environmental and public health readiness exercises internal audits to identify all environmental deficiencies, to determine corrective actions, priorities, and funding requirements.
You will review and prepare regulatory reports related to readiness exercises, spill response equipment deployments, and notification drills in compliance with the United States Coast Guard (USCG) National Preparedness for Response Exercise Program.
You will serve as a technical expert on environmental compliance regulations such as the National Contingency Plan (NCP), Clean Water Act (CWA) / Oil Pollution Action of 1990 (OPA-90).
You will serve as a technical expert on environmental compliance regulations such as Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and Resource Conservation and Recovery Act (RCRA).
You will train installation personnel on environmental and public health emergency response protocols, environmental incident management procedures, and prioritization of response strategies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates.The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0819 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Experience designing, planning, or executing National Preparedness for Response Exercise Program (PREP) tabletop exercises (TTXs) to comply with Facility Response Plan (FRP) requirements; 2. Experience performing External Environmental Assessments (EEAs) at Navy or USMC installations / facilities; 3. Knowledge of FEMA's Homeland Security Exercise and Evaluation Program (HSEEP); 4. Ability to apply the Incident Command System (ICS) in notional or real-world incidents; 5. Skilled at responding to natural or man-made disasters, discharges of oil, releases of hazardous substances, or other incidents with significant environmental or public health impacts; 6. Performing contract actions and associated project management duties within the Federal government; and 7. Experience training personnel on complex environmental rules, regulations or requirements.

Basic Requirements for 0401 Series
1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirements for 1301 Series
1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
