You will serve as a MANAGEMENT ANALYST of NAVY-MARINE CORPS PUB HLTH CEN.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will establish, develop and maintain effective working relationships with all command personnel.
You will perform or assist with command special projects and a full range of administrative duties.
You will assist in conducting research, analysis, and explored feasibility of consolidating like or fragmentary policies into comprehensive guiding principles.
You will maintain a complete inventory of current, expired and proposed agreements and supporting documentation.
You will develop informal briefings related to programs, cost reduction, process improvement and business initiatives.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11-
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience writing and orally communicating, including the ability to explain complex concepts to a variety of audiences.
Experience with reading, comprehending, and executing DoD policies as written, including understanding levels of policy and precedence.
Experience developing local procedures to ensure compliance with DoD policies.
Experience understanding financial analysis techniques and the ability to interpret financial data.
Experience managing projects from inception to completion, including setting timelines, assigning tasks, and monitoring progress.
Experience identifying and solving problems effectively, even under pressure.
GS-9-
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing attention to detail, especially when working with legal documents and financial data.
Experience with Department of Navy correspondence, including the ability to identify document errors that do not align with policy.
Experience analyzing complex data, identifying trends, and making informed recommendations.
Experience consistently learning new things and adapting to changing circumstances.
Experience completing administrative tasks, such as scheduling, filing, maintaining a database, and data entry.
