This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the OC/Infrastructure.
Duties
Performs project management duties, when applicable, which includes responsibility for ensuring project goals are accomplished. This duty may include providing technical direction to other civilian, military or contractor personnel.
Assists the supervisor with the establishment of goals, objectives, and priorities of the organization.
Conducts test and evaluation of respective telecommunications systems and networks.
Resolves difficult technical issues associated with the installation or change in configuration of equipment and systems.
Manages funds, when applicable, and tracks expenditures for the respective equipment, system, or program to ensure adequate resources are available to complete projects or provide service to customers.
Maintains up-to-date knowledge of user information transfer requirements to assess the ability of future SATCOM investment strategies to support present and emerging communications requirements.
Based on an assessment of user requirements, develops system concepts and plans to include programs needed to develop future capabilities that will allow satisfaction of user requirements and/or implementation of appropriate system concepts

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in network management, service provisioning, basic transmission, satellite transmission communications, applications, information assurance, transport systems, voice, data, video equipment or systems, optical mesh networking and Internet protocol routing security criteria, methodologies, techniques, processes, and mechanisms, including installation and maintenance of equipment and systems.
