Duties

Responsible for pre and/or post award acquisition functions for simplified acquisitions within procurement systems (i.e. Enterprise Resource Planning [ERP], General Service Administration Advantage, DoD EMALL, UNICOR, etc.). Conduct market research, preparation of solicitations, evaluation of quotes, preparation of award documents, exercising of options, issuing modifications, and other post award actions. Supervise purchasing work that procures items of highly technical, specialized, new design, obsolete or uncommon nature and requiring special manufacture or other specialized handling requirements. Review purchasing actions for conformity to existing rules and regulations through analysis of program policies and procedures. Direct and monitor the work of subordinates; using research and use various types of contracts and tools to efficiently procure materiel via Simplified Acquisition procedures and/or Open Market procedures. Provide technical direction on general procedures, regulations, and techniques concerned with the use and expenditures of public funds, as applied to use of the Government Purchase Card (GPC).

Requirements

  • Tour of Duty: 1st shift, Set schedule, Monday through Friday -7:00 a.m. to 3:30 p.m.,

  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.

Qualifications

To qualify for a Supervisory Purchasing Agent your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Ensure adherence to procurement regulations and assures the effectiveness of purchase operations. Apply ingenuity and originality to interpret, modify and extend guidelines, techniques and precedents. Manage, monitor, and re-prioritize work assignments and work-in-process (WIP) to improve efficiency and economy of purchasing operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
