You will serve as a Purchasing Agent in the Contracting Department of NAVSUP FLC PUGET SOUND.
Duties
You will execute purchase orders and task/delivery orders for a wide range of services, supplies, and equipment utilizing a variety of acquisition methods.
You will perform a full range of pre and post award procurement actions that are complex in nature, where judgement is required to determine method and process for procurement.
You will schedule, coordinate and attend site visits for offers, control discussions, and amend solicitation to address changes in requirements.
You will prepare termination/cancellation actions for review, when required, and prepare modifications to orders when necessary.
You will execute assigned workload with NAVSUP Contracting Procurement Action Lead Time (PALT) guidelines and communicate in a timely manner with requiring activity personnel regarding changes to procurement status.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This is a bargaining unit position.
Qualifications
GS-09
You have one year of Purchasing Agent specialized experience equivalent to the next lower grade level GS-08 or pay band in the federal service or equivalent experience in the private or public sector applying an in-depth knowledge of Federal and Department of Defense Simplified Acquisition Procedures (SAP), policies, procedures and business practices in order to execute the purchase of technical materials, supplies, and services at a fair and reasonable price and to perform assignments related to the pre-award, award and post award stages of purchases above the Micro-Purchase threshold and not exceeding the Simplified Acquisition Threshold on the open market and/or other existing contracts. Determine method of solicitation and establish reasonable pricing based on type of requirement, urgency of need and knowledge of commodity. Examples of specialized experience include the following: 1) Prepare accurate and complete contract documents, ensuring the appropriate clauses and special provisions are incorporated, and reports are completed when required; 2) Perform complex purchases including special purpose items made to order and basic technical and professional services; 3) Analyze purchase request for adequate purchase description and proper authorization of funding, and special approval; 4) Prepare worksheets and documentation, and conduct market research to identify best method of procurement.
GS-08
You have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing purchasing agent work requiring an in-depth knowledge of Federal and Department of Defense Simplified Acquisition Procedures (SAP) purchase regulations, methods, procedures, and business practices in order to execute the purchase of technical materials, supplies, and services at a fair and reasonable price. You have experience related to the pre-award, award and post award stages of purchases both above the Micro-Purchase threshold and not exceeding the Simplified Acquisition Threshold. Examples of specialized experience include: 1) Posts Request for quotes when required by regulation and issue amendments to solicitations we needed; 2) Preparing worksheets and documentation, and conducting market research to identify best method of procurement; 3) Negotiate contract modifications, cancellation, extension of delivery schedule, changed terms and conditions or specification.
