You will serve as a Supervisory Purchasing Agent in the Contracting Department of NAVSUP FLC PUGET SOUND.

Duties

You will serve as serve as the Supervisory Purchasing Agent responsible for simplified acquisition procurements. You will coordinate with managers from other divisions to achieve customer procurement requirements in support of a number of simultaneous major ship availabilities. You will provide guidance to purchasing agents and contracting interns, including advice in matters such as acquisition strategy, pre-award procedures, and post-award functions. You will review purchase actions for conformity to existing rules and regulations and are responsible for the legality of all procurement actions originated by subordinates.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the duties of a purchasing agent demonstrating knowledge of contract administration/procurement principles, policies, regulations, and procedures to administer purchase orders and post award procurement actions. Examples of specialized experience include: 1)Performing a wide-range of purchasing methods/contract types in order to plan, establish, negotiate, administer, and evaluate a wide range of contracts to satisfy procurement requirements and solve a variety of support issues for various types of equipment/programs at different stages in the acquisition lifecycle; 2) Conducting periodic studies and making recommendations to senior management to improve purchase techniques and administrative/production lead times; and 3) Providing technical guidance to Purchasing Agents and Contracting Interns, including advice in matters such as acquisition strategy, pre-award procedures, and post-award functions.
