You will serve as a Supervisory Administrative/Technical Specialist in the Ordnance Storage & Shipment Branch (M33), Industrial Support Division (M3) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions to the GS-11 and GS-12.

Duties

You will be responsible for the management of AA and E and other ordnance related items during the receipt, storage, and issue process. You will serve as the Indian Head Division representative regarding Ammunition Distribution and Control (AD and C) policies and procedures and Ordnance Information System (OIS). You will be responsible for supervising a staff who perform inventory transactions for AA and E and other ordnance related items in accordance with Department of Navy (DON) and local policies. You will ensure all assigned functions are executed in a timely manner while taking corrective action as necessary to ensure performance standards are maintained. You will plan for the distribution of workload including assignment of projects to subordinates.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will support a manufacturing organization.
  • You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing and developing inventory management methods and processes for organizational implementation ensuring compliance with storage & handling policies and regulations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus percentage of the required experience must equal one hundred percent.
