You will serve as a Program Analyst in the Secretary of Navy (ASN), Officer of the Assistant Secretary of the Navy (Financial Management and Comptroller (OASN) (FM&C)) of ASN.
Duties
You will be the principal consultant and senior analyst relating data for all Department of Navy (DON) associated systems.
You will be responsible for oversight and direction of contractor resources in carrying out the duties of the functional lead for an assigned portfilio.
You will ensure timely performance of satisfactory quantity and quality of work by these professionals, and reviewing, accepting, amending or rejecting their work.
You will be responsible for major cost analysis, collection of data and assessment of cost issues concerning major weapons programs in the Department of the Navy (DON).
Requirements

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Overseeing fleet operations or maintenance management programs, i.e. internal management control, readiness reporting systems, manpower/personnel, financial, maintenance, fuel, and ordnance accounting systems.
Preparing cost analysis by collecting data from multiple sources and testing for accuracy and completeness before mapping and integrating all data into large complex databases.
Utilizing principles and practices of cost analysis to develop cost estimates and evaluate techniques used in generating cost estimates for different programs.
For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Supporting fleet operations or maintenance management programs
Performing analyses on technical and non-technical data to present results to upper management and senior staff.
Utilizing automated tools and systems to collect, review, and analyze cost data.
