The primary purpose of this position is to to plan, program and develop required agreements, project schedules, briefings and positions papers required to support the rebuilding of Tyndall and Offutt AFBs.

Duties

Analyzes, and evaluates issues, and provides recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations. Facilitates the SF PMO Tyndall and Offutt plans and other installation modernization projects, as directed. Documents planning and programming recommendations/decisions in appropriate formats to meet Air Force and Major Command requirements. Represents the Security Forces with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with AF/A4S, AFLCMC/HBU, Air Force Installation and Mission Support Center (AFIMSC), MAJCOMs, subordinate units and other agencies as required. This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.

  • This position is time limited and not to exceed 42 months.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.. Specialized experience includes that I have or will have within 120 days of this announcement closing at least one year of specialized experience equivalent to the GS-11 grade level or higher in the Federal service. Examples of specialized experience includes includes planning, programming and develop required agreements project schedules and position papers required to support the effort of rebuilding facilities and infrastructure of assigned organizations. As the law enforcement and first responder program analyst provided evaluation and analysis of issues while developing recommendations to resolve key challenges for the rebuilding effort. additionally providing technical leadership and management to ensure project and program success over several phases of development providing updates to the law enforcement and first responder leadership. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of policies, procedures, laws, regulations, entities, missions, resources, operations, capabilities and requirements and associated governing directives related to operational planning, risk assessment methods, and techniques for evaluating competing alternatives. Knowledge of management principles, processes, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies. Knowledge of broad financial management and resource allocation principles and techniques as they relate to long range planning of programs and objectives for combat support operations. Skill in organizing and analyzing information; producing reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning support agreements, plans, and total force integration as related to installation operations. Skill in recognizing the inter-relationships of various aspects of assigned programs to integrate and analyze information to evaluate overall program status. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities for wing senior leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
