Salary: $117 962 - 153 354 per year

You will serve as a Product Owner for Maritime Architecture and Analytics (MA2) at the GG-13 grade level responsible for one of three mission areas (Data Analysis, Data Management, or Data Visualization) in support of the Office of Naval Intelligence and Fleet priorities.

Duties

You will be responsible for the development and oversight of user stories used in Agile software development to capture a description of a software feature from an end-user perspective. You will ensure user stories are “ready” for development to start work and each story has the correct acceptance criteria. You will use technical product knowledge, domain experience, and intelligence tradecraft skills to gather, manage, and prioritize product backlog. You will develop personas either alone or in conjunction with a team including user experience experts. You will contribute to the work of the Product Manager as they define a product differentiation strategy. You will coordinate the work of the team, establish priorities, guide team members and be responsible for accuracy and completeness of the team products.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a Polygraph Examination.
  • This position may require a 2-year DCIPS Trial Period.
  • PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: Developing, analyzing, evaluating, and advising on the effectiveness of command structure and procedures through recommendations related to the use of money, and/or materiel resources. Performing analytic and evaluative tasks related to the development and/or execution phases of specific program objectives and operations of an organization. Managing and prioritizing product backlog and overseeing the development of user stories (Agile software). Analyzing, evaluating and advising on the operational effectiveness of the organization and the productivity/efficiency of the organizations management processes.
