About the Position: Serves as the installation Personal Financial Readiness (PFR) Program Specialist under the supervision of the Financial Readiness Program Manager at a large or medium garrison and the Army Community Service (ACS) Division Chief at a small garrison. Responsible for Consumer Affairs/Financial Assistance Program (CA/FAP).

Duties

You will develop and implement a program of direct counseling assistance to the total military family on consumer affairs, debt liquidation, financial counseling, and budget counseling. Develops a long-range plan that recognizes the individual's personal and financial needs and assists the client in outlining milestones to achieve those goals. Administers the Army Emergency Relief Program which provides financial assistance to members of the military, and dependents under various types of service-connected emergency situations. Develops a program of direct counseling assistance to the total military family on consumer affairs, debt liquidation, financial counseling, and budget counseling. Continuously evaluates the effectiveness of ongoing financial management programs from the standpoint of participant response, resources, unforeseen developments, and program objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A favorable National Agency Check with Inquiries (NACI) is required for this position.
  • Must be able to obtain a nationally recognized and Army approved financial counselor certification within 24 months of entrance of duty.
  • Must be able to provide Financial Disclosure Statement OGE Form 450 prior to employment and annually thereafter.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience which includes 1) providing personal financial readiness services to clients in areas such as money management, consumer affairs, debt liquidation, and budget counseling; 2) develop long-range plans that assist clients in achieving financial goals, and 3) providing (AER) Army Emergency Relief program guidance and referrals to active-duty military, retirees and their dependents for various type of services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCustomer Service (Clerical/Technical)Oral CommunicationPrinciples of Finance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
