You will serve as a SUPERVISORY ENGINEER (WORK CENTER) in the EXPEDITIONARY PROGRMES OFFICE of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER. This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The ND-3 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-13, Step-10 level.

Duties

You will serve as a Work Center Manager and will be responsible for multi-disciplined engineering or Scientifics groups. You will be required to have expert knowledge and mastery of advanced engineering theories, principles, concepts, standards, and methods to ensure consistent program objectives, costs, schedules, performance criteria, and existing policies. You will be required to have expert knowledge in the principles of planning and program management to execute significant projects which represent an important segment of the agency's operating program. You will be required be required to have facilities operations and maintenance, project and program management, and lifecycle asset management sufficient to facilitate the planning, design, maintenance, operations, and construction activities. You will be responsible for standard acquisition regulations, practices, and procedures, construction contracts and claims, interagency agreements and memoranda of understanding, and other complex engineering projects from conception to completion. You will apply the latest developments in solving problems not readily treatable by accepted methods, take short cuts or to make compromises that are considered risky or extreme within the context of standard guides, methods, or techniques. You will analyze data and communicate results in oral and written presentations, provide consultative and expert advisory services, and assess the impact of new technology and requirements on current projects, systems, and processes. You will provide expert advice to senior officials on assigned specialty area.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05 to GS-11) or pay band (ND-02) in the federal service or equivalent experience in the private or public sector. . Specialized experience must demonstrate the following: 1) Providing a wide range of concepts, principles and practices of science and/ or engineering; 2) Coordinating engineering projects, including development, execution and reporting; and 3) Identifying and proposing solutions to technical engineering problems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
