The Supervisory Acquisition Utilization Specialist serves as a liaison and advisor on contract related services focusing on critical clinical and healthcare services, facility and environmental services, product acquisition and support services required by project managers, program managers, upper management and stakeholders on all aspects of procurement for a wide variety of items to include specialized services.

Duties

Duties include, but are not limited to: Serves as a liaison and advisor on contract related services focusing on critical clinical and healthcare services, facility and environmental services, product acquisition and support services required by project managers, program managers, upper management and stakeholders on all aspects of procurement for a wide variety of items to include specialized services. This includes management of the micro­purchase program. Renders expert contract pre-award and post award expertise to all Administrative and Clinical Service lines within the VA Healthcare System (HCS) and supported catchment area. These duties include work associated with contract planning, implementation, oversight and close outs and may include Contracting Officer's Representative (COR) responsibilities. Acts in the capacity of Supply Chain Management (SCM) leadership during anticipated and unanticipated absences with total departmental responsibility. The position supervises a minimum of three Acquisition Utilization Specialist, GS-1101. Supervises employees from separate but interrelated units comprised of the Acquisition Utilization Specialist and Purchasing Section reassignments and awards; and conducts semi­annual and annual performance reviews. Assists subordinate staff with performance issues as necessary; schedules and grants leave; and monitors overtime usage. Resolves informal complaints and grievances, discusses corrective actions with employees, and recommends appropriate disciplinary and/or adverse action. Transitions new hires into positions by communicating performance elements and standards with applicable timeframes, providing ongoing feedback, and making appropriate use of the probationary period to assess the employee's ability to perform. Develops the ability of subordinate staff and others as appropriate to perform and contribute to the organization through coaching, mentoring, and by granting opportunities to learn through formal and informal methods. Develops individual development plans (IDPs) for professional growth and development. The Supervisory Acquisition Utilization Specialist directs and manages the functions of Business Procurement Planning in the office of the Chief, Supply Chain Management Service. The position plans, coordinates, and evaluates the logistical actions required to support the clinical and administrative mission that the Veterans Health Administration provides. The position is a VA HCS subject matter expert in the acquisition process. Establishes, expedites, and reviews the micro-purchase orders and consolidation of all procurement packages, including unique, emergent, and complex requirements, to meet timely and technical needs of assigned acquisitions. Serves as the Approving Official for approving reconciled purchase card transactions. Directs facility-wide procurements as assigned through the facility Equipment Committee in support of the three to five-year strategic acquisition plan. Negotiates performance requirements among multiple sites and service lines to obtain agreement and standardize enterprise equipment, supply, and/or service requirements in support of the facility strategic acquisition plans. Reviews facility procurement documents for accuracy, adequacy, and completeness. Submits funding 2237 to the Electronic Contract Management System (eCMS) or equivalent system to cover requirements for facility contracts. Ensures timely certification of payments for services. Establishes and maintains controls to ensure that contracts are executed in accordance with terms. Works with various personnel to resolve problems occurring in the administration of the contract. Monitors the procurement process from pre-award to final delivery of requirements. Advises on all phases of negotiation with the contract specialist/contracting officer for contract modifications, change orders, supplemental agreements, and delivery order processes including requirements, definition, justification, and approval for service contract extension, method of contracting, evaluation of proposals, and all phases of contract administration. Participates in negotiations as necessary. Recommends subsequent modifications/changes, settlement of claims and disputes, and termination for convenience. Reviews contracts, work directives, and other ordering instruments to extract schedules of deliverable items and services and maintains records of performance and delivery against those schedules. Coordinates with NCA and VA HCS leadership, clinical service customers, Contracting Officers Representatives (CORs), SCM staff, and other stakeholders to develop and execute acquisition strategies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Serving as a team lead or senior specialist assisting with the direction and control of supply chain planning; 2) Handling contract related services, product acquisition, and procurement of items in a healthcare environment; 3) Overseeing contracts from pre-award to post-award; preparing procurement packages including development of requirement documents (e.g. performance work statements and objectives, cost benefit analysis, sole source justifications, etc.); 4) Developing and analyzing reports to make recommendations on acquisition and contracting issues; 5) Participating in negotiations throughout all phases of contract administration; and monitoring expenditures and reporting on deviations from contract terms; and 6) Experience of logistics support activities in areas of acquisition management, contracting, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.
