The administrative Officer of Mental Health Services shares responsibility for a wide range of administrative functions relating to the behavioral healthcare delivery system. Incumbent is responsible for analyzing, evaluating, and advising Chief of Staff leadership on all business and health operational data pertinent to the delivery of healthcare services for the purpose of optimizing patient quality, customer service, efficiencies, productivity, resource utilization and information management.
Duties
Duties:
Assists service line leadership with planning and program/management analysis.
Extracts data from VA's corporate data systems and/or developing database applications, surveys, or other tools to collect required information and update reports.
Ensure all administrative requirements of the Service Line are met to ensure effective and efficient delivery of healthcare services.
performs analysis of service operations and healthcare delivery to identify trends, irregularities, draw conclusions, and make recommendations.
Participates in the development of and monitors performance metrics used in evaluating the line program management.
Manages procurement and contracting for the Mental Health Service Line.
Establishes and oversees procedures for the receipt, review, and follow-up on requisitions for purchases from Federal and special funds.
Develops a database for monitoring biennial and pay for performance completion for physicians in the service and works to ensure performance (P4P) and market pay documents are correctly completed and submitted to human resources for processing.
Work Schedule: Monday-Friday; 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/22/2024. Applicants must meet the minimum qualifications as stated in the Group Coverage for Administrative and Management positions, GS 341 http://www.opm.gov/qualifications/index.asp
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing workload management, performance improvement activities, budget and fiscal activities; assisting managers in projecting staffing needs; providing advice and assistance concerning Federal and agency processes and procedures; overseeing the full range of human resources requirements; performing management and administration with varied functions and activities; preparing performance plans and appraisals; providing advice to solve complex personnel-related problems; providing budget formulation, justification, execution and resolving discrepancies with appropriate accounting office; and originating, developing, establishing, and coordinating systems to effectively and efficiently manage administrative operations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or a LL.M that directly relates to the duties of this position. OR,
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and relevant doctoral level education equivalent to at least the GS-9 level that totals at least 100% of the requirements.
Preferred Experience: 2+ years experience in clinical/healthcare administration.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
