The Administrative Officer for the Emergency Department (ED) and Hospital Medicine (HM) supports management in meeting the goals and objectives of the ED and HM programs.

Duties

The duties of the position include: Provides advice and guidance on plans and proposals, interprets policy and regulations and presents controversial and critical observations, findings and recommendations for changes in program operations. Performs clinic management activities to ensure high clinic utilization rates and reduced wait times. Addresses and resolves complaints from subordinates, referring serious complaints not resolved to the appropriate authority. Assists in the overall administrative management for the organization. Performs administrative management requirements for a small-sized organization with varied functions. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Assists in determining overall operational plans and procedures; works with supervisor on strategic planning operations; developing technical data, estimates, statistics, and suggestions which may be useful to higher management. Develops technical data, estimates, statistics, and suggestions which may be useful to higher management, collects, analyzes and transmits work performance and man-hour data for use by management, Reviews, analyzes and interprets Incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Assists managers in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Participates with managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Prepares budget package for submission to the budget office and responds to all questions from that office. Monitors annual payroll projections and expenditures; forecasts changes that require reprogramming of funds reports of subordinate staff to ensure accuracy and compliance. Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures. Oversees all Purchase Card Holders, Purchase Card Orders, reconciliations, and all training relating to these areas. Incumbent reviews all invoices for payment and makes necessary corrections and adjustments as needed. Work Schedule: Monday - Friday 8:00am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience performing a wide variety of administrative functions within an office; Managing budget formulation for changing administrative expenses; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Applying and interpreting new policies, developing and implementing local polices; performing Human resources related functions to include determining staffing needs, performance standards, and disciplinary actions; managing procurement and contracting requests; Performing in a Contracting Officer Representative (COR) capacity to complete procurement requests that include preparing contracts, cost analysis, soliciting bids, and writing sole source justification. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must Ph. D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or a LL.B or J.D. that directly relates to the duties of this position OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first two (2) years of graduate education leading towards a doctorate degree. You will be rated on the following Competencies for this position: Analytical Thinking Budget Administration Problem Solving Organizational Performance Strategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
