The incumbent serves as the Administrative Officer (AO) for the Engineering Service Line at the Augusta, GA VAMC. The AO provides direct assistance to the Chief, Engineering Service and is responsible for managing financial and human resources and providing administrative and operational support to all Engineering Service sections which include: Office of the Chief, Construction Management, Maintenance and Operations, Electric Shop, Energy Plant, HVAC/Mechanical, Renovations, and Transportation.
Duties
Duties include but not limited to:
Processes all approved personnel action involving recruitment, promotions, awards, position classification, and training.
Provides direct and indirect administrative support by coordinating the administrative management functions at August VAMC to ensure that objectives of management are fulfilled and to meet required deadlines on all administrative actions.
Prepares contractor identification badging and background clearance documentation and coordinates contractor credentialing with the contracting officer representative (COR), Police Service and contractor representatives.
Processes all supplies and material required by the Engineering Service through the IFCAP system.
Coordinates, prepares, and submit all equipment requests for the Engineering Service.
Develop, implement, and monitor the Quality Management Program for the Engineering Service.
Coordinates, prepares, and updates administrative program policies and procedures based upon guidance from the Chief, Engineering Service, and Section Supervisors, and other Services.
Ensures that logistical equipment requirements of Engineering Service are met including requesting and obtaining uniforms and equipment, processing annual service contracts, and maintaining the Equipment Inventory Listings (EIL).
Prepares information on budget formulation, justification, execution, financial management, and financial spending.
Gathers information from all units to develop projections of annual salaries, benefits, overtime, and other expenses.
Monitoring expenditures and purchases, verifying receipt of goods, overall budget execution and expenditures.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience includes: Provides advice and guidance on plans and proposals, interprets policy and regulations and presents controversial and critical observations, findings and recommendations for changes in program operations. Assists in the overall administrative management for the organization. Assists in determining overall operational plans and procedures; works on strategic planning operations; developing technical data, estimates, statistics, and suggestions. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Monitors annual payroll projections and expenditures; forecasts changes that require reprogramming of funds reports of subordinate staff to ensure accuracy and compliance. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. This experience must be supported by your resume to be creditable.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent must possess visual and hearing acuity to communicate with staff. Incumbent must be able to manipulate keyboard and use a personal computer. Incumbent must be able to communicate orally.
