This position is located at the William S. Middleton Memorial Veterans Hospital, Madison Wl ( 607) - a Level 1 b Complexity VHA Facility and is organizationally aligned under office of Organizational Improvement and Quality, which reports to the Medical Center Director. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center,

Duties

Educator (20%): Provides instruction to others on Lean, Lean Six Sigma, Systems Redesign or other improvement methodologies principles and tools to support process improvement (such as change management) through formal classroom instruction or small group mentoring. Develops written and verbal teaching materials. Develops verbal and written instruction and communications in support of training programs. Delivers training materials and curriculum consisting of advanced practices of project management, statistics, coaching, facilitation and leadership. Analytics and Project Management (40%): Leads a team of subject matter experts, front line staff and leadership through a rigorous and defined project management process utilizing multiple tools from Lean and Lean Six Sigma, Lean VA- TAMMCS and other performance improvement disciplines to further define the current state of the process. Organizes, directs, controls and coordinates group activities in a timely and effective manner using verbal and written communication strategies. Conducts extensive work in analyzing data and conducting background research on the issue. Pulls, isolates and manipulates data to identify root causes of a performance issue. Develops statistical models to measure successful of performance improvement actions. Converts data into numerous formats using advanced statistical models including statistical process control charts, histograms, pareto charts, and many more. Identifies and facilitates various solutions approaches and when necessary further leads them through prioritizing exercises with tools like affinity diagrams, Risk/Frequency Diagrams, PICK Charts and multi-voting. Conducts experiments and collects data to identify if the developed solutions are effective. Develops control plans, communication plans, education plans, audit plans, change management plans, risk management plans, and through closeout of the project. Internal Consultation for System Engineering (30%): Provides consultation to executive, service line, and program leadership by leveraging VA data analytics resources. Develops statistical, graphical, and narrative reports, and communicates these studies to medical center executive leadership, service chiefs, supervisors and other staff. Collects baseline information, identifies limitations in current systems, and discovers potential improvements. Develops local data metrics and dashboards to monitor projects in progress or performance benchmarks of a project that is awaiting a charter or formal decision from executive leadership for action. Aligns identified metrics to known organizational priorities, such as VA/VHA/VISN/Facility strategic or operational plan. Develops and refines information for comprehensive reports, addressing such elements as cost analysis, work measurements, trend analysis, efficiency, effectiveness, productivity, and tangible benefits. Prepares complete and fully documented studies for review of work teams, Hospital Committees and top management. Instructs staff on implementation of guidelines and recommendations. Advises process owners, leaders and teams regarding the incorporation of change management methodology to support process changes. Ensure sustainability and spread of efforts directed at improving quality, safety, effectiveness, and efficiency using management engineering (10%): Responsible for leading the team through development of control strategies, to ensure project solutions are sustained after the project lifecycle. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR General Experience (for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE: GS-0671-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communication and interpersonal relations, including the ability to relate to internal and external customers appropriately and courteously. Incumbent will continue to develop a comprehensive knowledge of healthcare systems, improvement methodologies, theories, principles, and concepts, and the ability to provide guidance in these methodologies to leadership. OR 1 year at the GS-7 with specialized experienceprogressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GS-0671-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience but is not limited to gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of work operations. The incumbent selects, adapts, and applies the most suitable practices, procedures, and precedents to collect and analyze various types of information. GS-0671-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience Specialized experience are defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized experience must also include a comprehensive Knowledge of healthcare Lean/Systems Redesign utilizing standardized tools, methods, and principles such as Lean and Six Sigma, along with industrial and quality engineering principles and concepts to identify systems design problems, define a project scope and goals through a collaborative process, and prepare studies for facility leadership. COMBINATION: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. GS-0671-09: You may qualify if you possess a combination of graduate education and specialized experience equivalent to a least the next lower grade (GS-07) that equates to 1 full year of experience. Graduate Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration and Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GS-0671-11: You may qualify if you possess a combination of graduate education and specialized experience equivalent to a least the next lower grade (GS-09) that equates to 1 full year of experience. A doctoral degree, 3 years of progressively higher education, or L.L.M in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration and Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

  • GS-0671-12: Required
    You may qualify if you possess at least one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience are defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
