accreditation, appointment process, and affiliate relationships in accordance with VHA directives, handbooks, policies, memos, and notices.
Duties
Some of the Major Duties and Responsibilities:
HPE Program Management and Operations (50%)
This position serves as a senior position in support of Health Professions Education (HPE)s training programs and compliance with Office of Academic Affiliations (OAA), regulatory, accreditation and other applicable requirements. The position must assure that administrative, clinical programs and policies are integrated to meet the unique need of interprofessional health professions trainees (HPT)s and patients they serve.
The position works with the Designated Education Officer (DEO) to identify budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources in accomplishing VA's academic and HPE missions while advocating for excellence in the local clinical training environment. As the facility's HPE program technical and SME, this position provides direct technical and administrative oversight to other positions in the HPE Office. The position assists the DEO to ensure HPE program responsibilities are efficiently and effectively accomplished and compliant with regulatory requirements and procedures, accreditation standards, laws, and Veteran Health Administration (VHA) OAA policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of HPE programs.
Identifies and resolves complex resource, regulatory, and program issues with academicaffiliates, affiliate federal partners, facility and VISN staff, and OAA. The position develops policies and procedures for use by staff to prepare allocation plans and compliance and resource reporting.
Provides oversight and coordination for administrative efforts to identify, evaluate, andmitigate risk of injury to HPTs, patients, staff, and visitors in collaboration with facility Occupational Health and Patient Safety. Assists with management of HPE supervision risk events and tort claims; facilitates and consults on remediation and grievance processes.
Briefs the DEO on all aspects of program requirements and implementation progress; provides guidance for interim, phase, milestone, and final project reviews; identifies program documentation requirements and procedures; and supports staff with process improvement and innovative changes.
Compliance (25%)
The position provides oversight, direction, guidance, and technical expertise to ensure compliance programs are in place for OAA HPE programs. The position is expected to be familiar with patient care standards, HPE supervision and duty hour requirements, and other accreditation or regulatory requirement relating to HPE programs and profession-specific requirements. The position assists the DEO in developing internal review systems and taking Health System Specialist (HPE Manager), GS-0671-12, PD #99413-S, OAA, HPE Page 4 of 13 actions to assure that clinical, educational, and administrative activities comply with applicable standards
Assesses clinical learning environments using Trainee Satisfaction Survey or other instruments; advocates for and facilitates change based on feedback.
Reviews and ensures that minimal qualifications and credentials are met by HPTs coming to
VA for academic programs as attested to by the Trainee Qualifications Certification
Verification Letter (TQCVL) and ensures secure filing of these documents.
Strategic Planning and Communications (25%)
The position uses strategic planning and change management principles to prepare HPE
program operations for technological advancements, proposed complex regulatory and
accreditation requirements, and continuous changes throughout VA and academic affiliate
partners. The position develops and maintains a long term (5-year) strategic plan for DEO office
operations and HPE programs. The position has a key role in planning for the facility's electronic
health record transition from CPRS to Cerner as it relates to HPTs and ensuring effective
processes for timely access to prevent patient care delays.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
