The incumbent is responsible for the compliance and monitoring of trainings and education both locally and nationally mandated, for
scheduling staff throughout the Madison VA Hospital and it's CBOCs and works closely with the Group Practice Manager on all management matters associated with programmatic operations of the Scheduling Service Line. This position coordinates and tracks the compliance of all phases of trainings for staff within clinical management and operations.
Duties
This position is located at the William S. Middleton Memorial Veterans Hospital - a Level 1b Complexity VHA Facility and is organizationally aligned under the Chief of Staff Office. The incumbent is responsible for the compliance and monitoring of trainings and education both locally and nationally mandated, for scheduling staff throughout the Madison VA Hospital and it's CBOCs and works closely with the Group Practice Manager on all management matters associated with programmatic operations of the Scheduling Service Line.
Major duties:
Provide ongoing tracking and monitoring of the completion of mandatory training, in coordination with the employee education and compliance staff in scheduling.
Design or adjust training and education tools and resources to improve the reliability, proficiency, effectiveness, and accuracy of clinic management practices.
Work in collaboration with the GPM/AGPMs in preparation for the Joint Commission, Office of Inspector General and other internal audits.
Responsible for providing data, reports, and material to demonstrate the compliance of staff as it relates to clinic management and operations training and education.
Serve as a technical expert for various committees and boards.
Responsible for clinic access, data validation and the education of national directives and policies.
Manages personnel issues within the Scheduling Service.
Assigns works to subordinates based on priorities.
Provides advice, counsels, and instruct employees on both work and administrative matters on a daily and/or weekly basis.
Serves as the subject matter expert (SME) for the interpretation and implementation of policies and directives.
Perform annual performance appraisals and reviews on a weekly basis to ensure performance measurements remain on schedule.
Reviews, approves, disapproves and certifies payroll and leave request.
Rewards and recognizes employees for high achievements utilizing incentive programs offered through the Medical Facility.
Resolves complaints or grievances from staff members, Veterans, caregivers and congressional inquiries.
Additional duties or tasks may be assigned to ensure efficient daily operations.

Qualifications
To qualify for this position, applicants must meet all requirements within 15 days the closing date of this announcement, 11/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Basic Requirements: Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a bachelor's or graduate level degree with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

GS-11 Specialized Experience: Applicants must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Conducting analysis in order to evaluate the productivity, efficiency and effectiveness of the programs under the Scheduling Service; Knowledge with laws, regulations and practices administered by the Scheduling Service; Knowledge how the total health care delivery system works, which includes the functions of the various services of a hospital and how they interact; Knowledge of performance improvement concepts and ability to lead and facilitate teams; Advanced knowledge of Medical Terminology; Knowledge of computer programs such as Microsoft Word, PowerPoint, and Excel; Working with people effectively and dealing with patient complaints to assure a positive outcome.

GS-11 Education: Applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Physical Requirements: The work is sedentary. The employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, carrying of light items such as files, books and manuals.
Work Environment: Work is performed in an office setting and other locations throughout the Medical Center and occasionally offsite. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office work area are included.
