This is a TEMPORARY, INTERMITTENT position in the Office of Presidential Appointments, Bureau of Global Talent Management (GTM/PAS) which leads and executes the Department's Presidential Appointments Programs. The incumbent serves as a Senior Advisor to the Office Director in providing authoritative advice and guidance concerning the planning, coordination, and execution of programs and functions facilitating the key priorities and initiatives of the White House, Department, and Bureau.
Duties
Serves as authority for the Office on challenging program planning issues that involve planning for and managing GTM/PAS complex, politically charged and sensitive operations during a Presidential transition.
Provides expert consulting and guidance for those critical and sensitive programs and functions that are essential to the success of the organization’s mission.
Recommends long-term program plans, goals, objectives and milestones that serve as the basis for substantive changes within the organization and affect large numbers of DOS and USG personnel worldwide.
Reviews and evaluates delegations of authority, management controls, information and documentation systems, and develops substantive recommendations designed to implement improved systems and functions in the organizations.
Develops new or revised policies, operating procedures, guidance, and program improvements and changes that enhance the effectiveness and efficiency of internal operations and interactions with partners and other stakeholders.
Advises Presidential candidates and appointees and Departmental leadership in key Bureaus and Offices
concerning important policy and program issues that affect the Presidential Appointments process.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing advice and guidance to senior leadership to include the White House, Senate, Department, other Federal agencies and non-governmental organizations.
Experience interpreting and applying knowledge of policy, legislation, and practices to assess overall effectiveness in programs.
Experience providing program oversight including reviewing policies, management controls, and information and documentation systems.
Experience utilizing analytical, evaluative and statistical methods and techniques to measure the efficiency and effectiveness of programs and policies related to Presidential Appointments.
Experience developing new or revised policies, operating procedures, guidance, and program improvements and changes that enhance the effectiveness and efficiency of operations.
There is no substitute of education for specialized experience for the GS-14 position.
