Qualifications

In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as leading the designing, development, and implementation of Information Technology strategies, applications, and tools that provide air quality information and data to program stakeholders and the public; and demonstrating experience leading collaborative teams.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of the principles, concepts, practices, methods, and techniques of Office of Air Quality Planning and Standards (OAQPS) programs.
Ability to develop goals and objectives that integrate organization and program objectives.
Ability to provide counsel to employees regarding policies, procedures and directives of management.
Skill develops, modify, and/or interpret performance standards
Ability to represent the Agency in meetings and conferences with internal and external stake holders at the highest levels
Ability to serve as the Agency's point of contact as designated by higher management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
