Qualifications

In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as providing guidance to staff on policies and/or procedures, and communicating technical information with a variety of internal and external stakeholders on the operating, administering, and managing of middleware, database, hosting, and storage technologies across public and private infrastructures.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Ability to develop goals and objectives that integrate program and organizational unit objectives.
Skill in establishing policies and procedures for accomplishment of applicable programmatic commitments and goals.
Ability to assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.
Ability to identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance.
Skill in advising and providing counsel to employees regarding policies, procedures, and directives of management.
Skill in establishing, developing, and maintaining effective working relationships with high level internal and external stakeholders.
Ability to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
Ability to engage with key representatives in private industry, technical consultants, and officials in national, state, and local information technology associations, symposiums, and workgroups.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You must have one of the following:
-bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks;
OR
-IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
