You will serve as a CONTRACT SPECIALIST in the PROCUREMENT GROUP of NAVAIRWARCENAC DIV supporting the F-35 program. This position is physically located in Arlington, Virginia. This Contract Specialist position supports cradle to grave contracting requirements for the F-35 program including the acquisition of knowledge-based services, information technology supplies and services, consulting support, and any other deliverables or tasks required for program office operations.

Duties

You will research and develop equipment or systems pertaining to fixed and rotary wing aircraft/supporting equipment; multiple award exploratory development contracts; and acquisition of complex aircraft instrumentation and communications systems. You will support acquisition of major shipboard communication suites; complex engineering and technical services; and acquisition of services for aircraft support equipment for various aircraft platforms and systems. You will perform long range acquisition planning and business strategies such as identifying equipment and services to be acquired by contract, and developing procurement objectives in terms of price range, subcontracting and set-aside policies. You will serve as a lead negotiator by planning the negotiation strategy and coordinating it with the negotiation team, discussing technical deficiencies and cost issues, awarding the contract and representing the government with the board or courts. You will perform contract administration by preparing rate/ cost adjustments, coordinating time extensions, incorporating change orders, issuing stop work orders, monitoring government property reports, enforcing contract terms and contract closeout.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, developing, and administering all aspects of a procurement to include pre and post award functions in support of a major program or services contracting acquisition; 2) Utilizing price/cost analysis techniques to evaluate proposals and prepare associated documentation; 3) Applying negotiation techniques to conduct negotiations with high level business, industry, scientific, and/or government officials; 4) Providing acquisition advice and researching information in support of long-range planning and business strategies in support of contracting initiatives; 5) Interpreting acquisition regulations such as the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) as well as Command acquisition policy and providing guidance to customers in support of contracting initiatives; 6) Representing the government in all contractual discussions and attending program reviews with contractors. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
